When a pool shell is shot, the top edge is not left perfectly level. Later build-up creates a level surface for coping. Where those two pours meet is the cold joint.

Grout opens, water reaches the cold joint, temperature cycles expand and contract the wet zone, and the top of the beam can pop. The first visible clue is often recurring cracks in waterline tile.

Conventional concrete pools generally do. The joint is normal; untreated water reaching it is the problem.
