Why tile fails at the waterline.
The band lives half in water, half in sun: cool below the line, hot above it, expanding and contracting every summer day.
When grout ages out or was installed poorly, water gets behind the tile. Efflorescence and calcification build in the gap, and the tile delaminates from behind.
Waterline, not interior

Glass tile's thermal expansion is roughly 4.5–5.1 x 10^-6 in/in/deg F versus 3.0–4.0 for ceramic or porcelain. That extra movement plus brittleness, sun exposure, and water shock is why the setting system and crew matter.
Keep the old tile, or replace it?
Keeping existing tile through a resurfacing means undercutting it: cutting a V-notch under every inch of the band, leaving a half-inch-to-inch lip the new surface tucks behind. It’s tedious, and it’s roughly twice the work of just demoing the tile — so if crews are already demoing, replacing with a basic tile often runs only 10–20% more than the labor of saving the old. Add two more facts: tile lines get discontinued, and 25 years of sun-fade means even a “match” won’t match. Sometimes keeping the tile is right. It should be a decision made with the arithmetic in view, not a default.

How much to retile a whole pool?
Fully tiled interiors are a luxury build outside what we quote. If you mean the waterline band, the math is perimeter times the per-foot range.
Can I just re-grout instead of replacing?
If the tile is sound and the substrate behind it is intact, re-grouting is legitimate maintenance. If tile is delaminating, new grout is a coat of paint on the failure.
Why replace tile during resurfacing?
Drain-down economics. The water is out, crews are there, and the new surface has to meet the tile either way: undercut behind old tile or clean under new.
What size is standard waterline tile?
The classic band is 6 by 6 tile. Cost climbs with material and pattern complexity, not with the band height, which barely changes.
